8. I have arranged the scheme so that no

expenditure will be proceeded with unless warranted,

and no building will be erected that will not have a

use either for transmitting or receiving plant.

9. In conclusion I may say that the revenue

of this Department is steadily increasing and will

provide an ample return on the increased expenditure

proposed.
